I posted something on this on the next thread, but suffice to say that events even then going on in a desert valley between two isolated New Mexico mountain ranges called the Sierra Oscuro and the Sacramento mountains represented a trump card that the U.S. Government manufactured. And yes, a sterling but terrible example of how successful a pure research program, then brought to applied reality.
